Change in Role for Prof. Dr. Joachim Breuer, Board Member of NIDMAR

On June 27, an event was held in Berlin to celebrate the retirement of Prof. Dr. Joachim Breuer as Director General of the DGUV (Germany's national occupational accident insurer), and to acknowledge his 17 years of service in that role. Although this was a "retirement", it does not signify the "retirement" of Prof. Dr. Breuer who continues in a special consulting role with the DGUV and who is also now offering his expertise through a Professorship at the University of Luebeck. Prof. Dr. Breuer also continues in his capacity as President of the International Social Security Association (ISSA) of Geneva.

Wolfgang Zimmermann, Executive Director of NIDMAR, delivered the Keynote address at the special event which was attended by approximately 200 individuals from across the globe. Revitalizing injured workers via certification

In an article written by Datuk Dr. Norma Mansor, emeritus professor and director, Social Wellbeing Research Centre at the University of Malaya, she identifies that employment injuries and work related illnesses fall under the jurisdiction of the Social Security Organization (SOCSO), which adopted a case management strategy whereby every injured worker is assigned a case manager who will facilitate the intervention using a bio-psychosocial and multidisciplinary approach called the Return to Work program.

To provide quality services to its members, SOCSO's Return to Work case managers and employees dealing with Return to Work program-related matters are required to have professional certification in disability management practice: Certified Disability Management Professional (CDMP) and Certified Return to Work Coordinator (CRTWC).

SOCSO appointed the Social Wellbeing Research Centre at the University of Malaya to create and become the Test Agency to manage and administer the CDMP and CRTWC examinations.

Following translation and ensuring Malaysian legislative content, the CDMP examination was offered in 2017 and 2018 to SOCSO employees and will be open to all in 2019.

Dr. Mansor identifies that the structured intervention of case manager has contributed to the success of the program and the resulting impact on the nation's economy, but more importantly, it is the impact on the individuals who are now able to get back into employment. She writes, "They are now able to earn and become an active member of society which contributes to their self-worth and dignity."

Agreement signed in Malaysia on disability management with focus on return to work

SOCSO Malaysia, the federal Social Security Organization, has signed an Agreement with the Port of Tanjung Pelepas (PTP), Malaysia's most advanced container terminal - a leading corporate organization, on disability management through the Return to Work and Back Injury Protection and Rehabilitation program.

Dato' Sri Dr. Mohammed Azman Bin Dato' Aziz Mohammed, SOCSO Chief Executive, said, "This will bring positive impact to PTP employees, as well as be a catalyst for other organizations to take the same path in making disability management a cultural practice and part of human resources."

PTP CEO Marco Neelsen said, "In PTP, we actively promote occupational safety policies, conduct safety health and campaigns to reduce accidents, as well as implement an employee wellness program to prevent mishaps to our workers and contractors."

Belgium Government Demonstrates Disability Management Leadership

Belgium's Social Security Organization, INAMI/RIZIV, is advancing strategies, programs and practices designed to maintain successful and productive employment for individuals who acquire a mental or physical health impairment and who are at risk of losing their jobs and who often never re-enter the labour market again. The shift has been towards a pro-active job retention strategy versus waiting for re-integration measures attempted once individuals enter the social security system.

PCU-WHS Welcomes Federal Minister and Deputy Minister Veterans Affairs Canada

Minister of Veterans Affairs and Associate Minister of National Defence, the Hon. Lawrence MacAulay, his Deputy Minister General Walter Natynczyk, and our Member of Parliament Gord Johns who stopped by the University to learn more about its unique and innovative Return to Work and Disability Management programming and delivery format.

Veterans Affairs Canada is currently supporting 25 Veterans going through the 25-module Disability Management Practitioner continuing education program with a waiting list of 25 individuals to participate.

G20 Labour Ministers Meeting: Statement identifies disability related goals

The G20 Labour and Employment Ministers' Meeting, held in Mendoza, Argentina, September 6-7, 2018, released a Statement which identifies disability related goals, starting on page 8, Article No.8, under the heading, "Promote Decent Work for persons with disabilities". Dr. Joachim Breuer, member of the Board of NIDMAR and the Board of Governors of Pacific Coast University for Workplace Health Sciences (PCU-WHS), who is CEO of the German Federal Workers Compensation System (DGUV) and President of the International Social Security Association (ISSA), a United Nations affiliated agency in Geneva, was one of the participants of the G20 meeting. Haro Park and Partners Benefit from DM

In 2008, the British Columbia government, together with WorkSafeBC and the Healthcare Benefit Trust, provided funding for a range of organizations to undergo assessments of their Disability Management programs utilizing internationally accepted DM/RTW assessment tools.

As a result of the assessments in the long term care / community care sector, Haro Park and seven partner facilities, working with the Health Employers Association of BC (HEABC) and with funding from WorkSafeBC, were able to share the services of one Certified Disability Management Professional (CDMP) for what turned out to be a very successful two-year pilot project, resulting in a 5:1 return on a net cash basis, in addition to the significant and often immeasurable social benefits. Also, partly as a result of the initiative, DM has now become part of a new collective agreement between the industry unions and the employer.

Steelworkers Support Better RTW Outcomes for Injured/Disabled Workers

The United Steelworkers (USW) have signed an agreement with the International Disability Management Standards Council (IDMSC) to help workers and workplaces achieve better return to work outcomes for injured workers and workers with disabilities. The agreement allows workers and employers to access an internationally adopted return to work assessment tool (DMSA). Having Professional Designation Means Never Having to Stay in One Place

The designations of Certified Return to Work Coordinator (CRTWC) and Certified disability Management Professional (CDMP), administered under the auspices of the International Disability Management Standards Council (IDMSC), are increasingly becoming the accepted professional standard for disability management practice worldwide.

In this Bulletin, three individuals having different backgrounds and from across Canada tell their reasons for pursuing professional certification.

Disability Management and Organizational Change: The DMAR Project

In June 2008, the Disability Management Excellence (DMEx) initiative was launched as a joint endeavour between the British Columbia Ministry of Employment and Income Assistance and the National Institute of Disability Management and Research (NIDMAR). The initiative was defined through its objectives: "Restoring lives Reducing costs", and involved the application of a NIDMAR developed and globally adopted return to work / disability management program assessment protocol, administered through the International Disability Management Standards Council (IDMSC). Supported through employer and worker organizations in British Columbia, the launch of the DMEx project saw the participation of a broad cross-section of British Columbia employers.

Led by a joint project steering team, a Disability Management Action Research process was undertaken following one organization starting with the initial program assessment through to RTW/DM re-design. The socio-economic outcomes from this highly collaborative process have been most significant and the full report chronicling this major effort is now available. WSIB Adopts International DMSA Tool

John Slinger, Chief Operating Officer of the Ontario Workplace Safety and Insurance Board, and NIDMAR Board Member, Judy Geary, signed a Memorandum of Agreement which provides employers across Ontario with access to the DMSA via a link on the WSIB's website.

Malaysia Opens New PERKESO Rehabilitation Centre

In July 2011, the Social Security Organization of Malaysia (SOCSO/PERKESO) signed an agreement with the International Disability Management Standards Council (IDMSC) for use of its curriculum and professional certification standards. This agreement was part of Malaysia's national commitment towards improved rehabilitation and return to work outcomes, which takes another leap forward with the official opening of the PERKESO Rehabilitation Centre. Belgium's Health Insurance Agency (RIZIV-INAMI), which manages supplemental security income benefits for non-occupational injuries and illnesses recently signed an agreement with NIDMAR, which allows the agency to begin training individuals under its own "Back to Work" program using the IDMSC curriculum and professional designations.

The Conference Board of Canada is in the process of a major research and education initiative on the impact of disability related workplace absences. In order to support this leading-edge initiative, a Memorandum of Understanding was signed between the Conference Board of Canada and the National Institute of Disability Management and Research (NIDMAR). Australians Gain Professional Certification

The number of Certified Disability Management Professionals (CDMPs) in Australia is growing and, in tandem, many CDMPs are also training to become certified auditors qualified to administer the Consensus Based Disability Management Audit (CBDMA), a tool fast gaining ground "down under."

IFDM 2010: The recently concluded IFDM 2010 that took place in Los Angeles in September was a success in terms of the leading edge initiatives that were presented in disability management programs, policies and research, and also in providing valuable networking opportunities to over 400 registered delegates from 34 countries around the world. Building on the highly successful IFDM's held in Canada in 2002, the Netherlands in 2004, Australia in 2006, Germany in 2008 and Los Angeles in 2010, the torch has now been transferred to the United Kingdom for 2012. IFDM 2010

The theme of IFDM 2010 is: Collaborating for Success. The conference will be held September 20-22, 2010, at the Wilshire Grand Hotel in Los Angeles, California. DMExcellence initiative

DMExcellence initiative yelds significant results in the healthcare sector. Six months after the re-design of the DM program at Vancouver Coastal Health, results are that early intervention which previously averaged 45 days is now under 3 days, which has resulted in a reduction in duration by 60% and the need for permanent accommodations has been reduced by more than 50%.

4th IFDM Berlin 2008

4th IFDM - The 4th IFDM took place in Berlin, September 22 - 24, 2008.  It was hosted by the Federal Association of German Insurers Against Work Accidents and Occupational Diseases together with the German Ministry of Health and Social Security. The theme of this IFDM was "Breaking Down Barriers Together".  Over 700 delegates attended from 40 countries.  For further details regarding the 2010 IFDM to be held in Los Angeles having the theme "Achieving Effective Disability Management Outcomes", please visit the website at:  IFDM 2010

New Zealand to host 2014 IFDM

The Accident Compensation Corporation (ACC) of New Zealand has announced it will host the International Forum on Disability Management in 2014.  According to ACC, "This Forum aims to facilitate international discussion and debate around disability management and its role in reducing employer cost, improving productivity and economic growth, promoting return to work, and eliminating disability barriers."  The ACC will be working with leading New Zealand government agencies, other insurers, business, employee representatives, and health and rehabilitation providers to develop a program for the Forum that will draw from best practice and stimulate debate on change in the way workplace disabilities are managed.  Dr. Jan White, Chief Executive of ACC says, "ACC is excited to be hosting the 7th IFDM in 2014 and looks forward to working with key New Zealand partner organisations to deliver a successful and insightful Forum."  For further details, please click on the link provided below. 

Number of DM Professionals Expands Internationally

The Accident Compensation Corporation (ACC) of New Zealand was the first in the country to become IDMSC Certified. IAPDM launches global newsletter

The International Association of Professionals in Disability Management (IAPDM) launched a new globally focused publication called DM Dialogue. The Editorial Advisory Board is made up of senior representatives from countries currently having individuals with the professional designations: Certified Disability Management Professional (CDMP) and Certified Return to Work Coordinator (CRTWC). The goals of the publication include engaging professionals in contributing to a meaningful, motivational and engaging international platform for sharing research, ideas, challenges, successes, case studies, and profiles; raise the profile of the CDMP and CRTWC designations in the 13 countries now licensed to deliver the curriculum and grant the professional designations; and to further expand awareness of leading edge consensus based disability management and related best practices. Four European Countries Join IDMSC

Unum UK to host the 2012 IFDM

Unum, the UK's largest group income protection insurer, has agreed to host in London, England the 2012 International Forum on Disability Management (IFDM) - the tenth anniversary of the conference.  Founded by NIDMAR, the IFDM is now under the auspices of the International Disability Management Standards Council (IDMSC), an international multi-stakeholder agency aimed at reducing the human, social and economic costs of disability in the workplace. 

Convention on the Rights of Persons with Disabilities

March 30, 2007 marked the opening for signature of the UN Convention.

Louise Arbour, High Commissioner for Human Rights, along with the Vice President of Ecuador, the Minister of Disability Issues of New Zealand, Under-Secretary for Multilateral Affairs and Human Rights of Mexico, and Mr. Yannis Vardakastanis from the International Disability Caucus briefed correspondents on the opening for signature of the Convention on the Rights of Persons with Disabilities.

Appointment to Minister’s Council

Wolfgang Zimmermann has joined the Minister's Council on Employment for Persons with Disabilities for British Columbia, established in 2003 to advise the Ministry of Employment and Income Assistance on solutions and strategies for increasing the employment, employability and independence of persons with disabilities.

ILO welcomes new UN Convention on the Rights of People with Disabilities

The ILO announced in a press release dated December 14, 2006 the unanimous adoption by the United Nations of a new Convention on the Rights of People with Disabilities.  This new Convention would benefit millions of people whose inability to find jobs due to social exclusion costs the global economy an estimated $1.9 trillion US per year. 

According to ILO Director-General Juan Somavia, "The Convention marks a ground-breaking change in the way disability issues are regarded in international law."  Disabled workers will have the possibility of exercising their labour and trade union rights on an equal basis with others and discrimination on the basis of disability will be prohibited in all forms of employment.  Where workers become disabled while in employment, their jobs will be protected through job retention measures and provisions will be made for vocational and professional rehabilitation and return to work.

The UN Convention will be open for signature and ratification on March 30, 2007.  Further details can be found on the ILO website.

NIDMAR Featured In Globe and Mail

In an interview, Wolfgang Zimmermann discussed DM and RTW initiatives as a strategy being embraced by a growing number of Canadian and international employers and unions as a major approach towards reducing the human and economic cost of disability.

3rd IFDM in Brisbane a Success

Approximately 350 participants representing 15 countries attended plenaries and workshops over the three days of the conference.  The outcomes from the Forum covering identified policy changes in various countries will progressively advance the solutions of issues affecting persons with disabilities generally.

2007 Certification Examinations

2007 Certification Examinations  The certification examinations for the professional designations of Certified Disability Management Professional and Certified Return to Work Coordinator will be taking place on May 30, 2007.  With the formal adoption of these professional certifications in Australia, Ireland and the United Kingdom, in addition to various Canadian locations, examinations will be held this May in Dublin, London and Sydney.

More and more workplaces recognize the need for and are requesting knowledgeable, properly trained individuals in the field of disability management.  These professional standards provide quality assurance for employers and workers, are evidence-based and are endorsed by not only a broad cross-section of organizations across Canada but are also being adopted by a growing number of countries around the world.

First German Certified

In a ceremony at the Ford Motor Company in Cologne, Germany on June 13, the first European was presented with the Certified Disability Management Professional™ (CDMP™) designation.
